The Paper and Board Industry Advisory Committee

Formed in 1979, the Paper and Board Industry Advisory Committee (PABIAC) is the tripartite strategic health and safety delivery partnership for the paper, board and
recovered paper industries.

The partnership is HSE, employers and Trade Unions.

PABIAC’s mission statement is:

“help the prevention of death, injury and ill health to those at work within the paper, board and recovered paper industries.”

Through a series of successive strategies, which set out clear objectives for delivery. PABIAC has been influential in improving the health and safety performance within the paper, board and recovered paper industries.

  • PABIAC Strategy 2023 – 2027

    Health and Safety - it's in our hands

    The PABIAC Strategy 2023 - 2027 was launched on 11 October 2023. The new strategy contains three key objectives:

    Objective 1: Understanding and integrating human factors into health and safety
    Objective 2: Accident and Incident Investigation
    Objective 3: Proactive and reactive mental health and wellbeing measures.

    The strategy focuses on key health, safety and wellbeing issues identified for improvement by industry, and PABIAC recognises the key to a successful delivery of this strategy is for everyone to work together at all levels of industry.

    The strategy includes the commitment to develop leading and lagging performance indicators in recognition of the importance of effectively monitoring the delivery and measuring the impact of each strategy objective, at both company and industry level.

  • PABIAC Strategy 2019 – 2023

    ‘Health, Safety and Wellbeing - Hearts, Minds and People’

    Phase five of the paper industries health and safety programme was officially launched by Martin Temple, HSE Chair at the CPI Biennial Health, Safety and Industry conference in July 2019. The new strategy contains three key objectives:

    Objective 1: Leadership, Engagement and Collaboration.
    Objective 2: Work-related Stress, Physical and Mental Health and Wellbeing.
    Objective 3: Vehicle, Material Movement and Storage Stability.

    The strategy focuses on key health, safety and wellbeing issues identified for improvement by industry, and PABIAC recognises the key to a successful delivery of this strategy is for everyone to work together at all levels of industry.

    The strategy includes the commitment to develop leading and lagging performance indicators in recognition of the importance of effectively monitoring the delivery and measuring the impact of each strategy objective, at both company and industry level.

    Objective 1 – Leadership, Engagement and Collaboration


    Opinion Survey

    Under Objective 1 of the strategy, there is an expectation that all sites will have undertaken a health and safety opinion survey across the workforce.

    The purpose of the survey is to provide you with a snapshot of the health and safety culture within the company. It will gauge the perception and behaviours of individuals across the whole workforce towards health and safety issues, and will enable you to identify areas requiring improvement.

    Originally developed by Christian Salvesen, the survey was first introduced by PABIAC as part of the 2005 strategy. All the questions in the survey have been approved by an HSE specialist, and come with a full set of instructions and an accompanying letter to give to all employees.

    Machinery Procurement Policy

    As part of the industries continuous improvement programme in relation to machinery safety, PABIAC has produced industry guidance to assist all sites in the planning and implementation for purchasing new machinery, plant and equipment.

    The guidance has been written in two parts. Part one outlines the key stages of pulling together a project team and various stages you need to go through when purchasing a new machine. The second part (Appendix 1) is an example of a procurement policy.

    To ensure that new machinery, plant and equipment complies with the relevant UK legislation, and appropriate International and National Standards, and to ensure a consist and unified approach across the industry when purchasing any machinery. There is an expectation from PABIAC that all sites will review the policy, adapt the policy to suit individual requirements and implement Appendix 1 when purchasing any new equipment, either within or outside the EU.

    Objective 2 – Work-related Stress, Physical and Mental Health, and Wellbeing


    PABIAC recognises the changing landscape towards people’s awareness of poor mental health at work, and the impact this is having on employees and employers alike. Absence due to Work-related stress is now one of the most common causes of long-term sickness.

    This objective aims to identify the key components and activities to protect employees from physical and psychological work-related health and wellbeing issues, and requires all sites to undertake the following:

    • Ensure managers at all levels understand the basis principles of work-related stress, the potential contributory factors and to undertake work-related stress risk assessments.
    • Develop, implement, and communicated a clear and concise work-related stress, physical and mental health and wellbeing strategy.
    • Provide a confidential counselling service for employees.
    • Promote health and wellbeing within the organisation.

    Objective 3 – Vehicle, Material Movement and Storage Stability


    Workplace Transport Industry Guidance

    To assist all Member sites in working towards achieving Objective 3 ‘Vehicle, Material Movement and Storage Stability’ in the PABIAC Strategy,  the PABIAC Corrugated Industry Delivery Committee (CIDC) has produced a good practice workplace transport guidance document. 

    The guidance has been developed to help identify the main hazards associated with vehicle movement in a corrugated plant, to assess existing control measures and to suggest, using examples of good practices, how to implement additional control measures. While primarily aimed at the corrugated sector, there are many aspects of the guidance which can be applied across all sectors.

    The guidance is designed to follow the questions in HSG136 ‘Site inspection: Workplace transport checklist’ and where practical provide visual examples of good practices against some of the questions.

  • PABIAC Strategy 2015 – 2019

    ‘Health and Safety – It’s more than just a paper exercise’

    On 30 June 2015, at the CPI Biennial Health and Safety Conference, Judith Hackitt, Chair, HSE launched the new PABIAC strategy for the UK Paper Industries.

    The new strategy, titled ‘Health and Safety – It’s more than just a paper exercise’, establishes targets for health and safety improvement during 2015-2019. These targets were suggested by industry and agreed by the PABIAC Strategy Committee. The three objectives contained within the strategy focus on occupational health management, slips and trips prevention and machinery safety.

    The strategy includes the commitment to develop leading and lagging performance indicators in recognition of the importance of effectively monitoring the delivery and measuring the impact of each strategy objective, at both company and industry level.

    ‘Being the difference together’

    In November 2011, HSE Board member, David Gartside launched phase 3 of PABIAC’s next health and safety strategy in the paper industry. ‘Being the Difference Together’ builds on the industry’s previous achievements and establishes new targets for health and safety improvements during 2012 – 2014

  • PABIAC Strategy 2008 – 2011

    ‘Making a difference’

    In July 2008, the Paper and Board Industry Advisory Committee (PABIAC) launched the second phase of its strategy to secure further improvements in health and safety performance in the papermaking, corrugated packaging and recovered paper sectors over the next three years.

    ‘Making a difference 2008-2011’ sets out the strategic direction for health and safety in the industry. It sets specific and ambitious targets for reducing annual injury incidence rates. Other objectives address the need for improved health and safety management performance and demonstrating a continuously improving health and safety climate. There is also an objective to improve understanding and control of occupational health.

  • PABIAC Strategy 2005 – 2008

    ‘Making a difference’

    Making a difference sets out the strategic direction for health and safety in the industry and explains how the papermaking and conversion sector will support HSC’s strategy for health and safety to 2010 and beyond. It sets ambitious targets for reducing annual injury incidence rates and for cutting the number of days employees are absent from work through occupational injury or ill health.

    Other targets require employers in the industry to have in place formal safety management systems and to be able to demonstrate a continuously improving safety climate as well as having formal occupational injury and ill health rehabilitation schemes and providing occupational health services for their employees.
